รางวัลสมเด็จพระศรีนครินทราบรมราชชนนี ประจำปี ๒๕๖๗

รางวัลสมเด็จพระศรีนครินทราบรมราชชนนี จัดตั้งขึ้นเพื่อเฉลิมพระเกียรติสมเด็จพระศรีนครินทราบรมราชชนนี ด้วยสำนึกในพระมหากรุณาธิคุณที่ทรงมีต่อวิชาชีพการพยาบาลและการผดุงครรภ์ ตลอดจนพสกนิกร ชาวไทย เพื่อเป็นการถวายพระเกียรติยศให้เป็นที่รู้จักไปยังนานาประเทศ มูลนิธิรางวัลสมเด็จพระศรีนครินทรา บรมราชชนนี ในพระบรมราชูปถัมภ์ ได้รับพระมหากรุณาธิคุณให้อยู่ในพระบรมราชูปถัมภ์ เมื่อวันที่ ๑๙ ตุลาคม ๒๕๔๓ โดยสมเด็จพระเจ้าพี่นางเธอ เจ้าฟ้ากัลยาณิวัฒนา กรมหลวงนราธิวาสราชนครินทร์ ทรงรับเป็นองค์ประธานมูลนิธิ ฯ ระหว่างปี ๒๕๔๓ – ๒๕๕๐ ต่อมาในปี ๒๕๕๑ สมเด็จพระกนิษฐาธิราชเจ้า กรมสมเด็จพระเทพรัตนราชสุดา ฯ สยามบรมราชกุมารี ทรงรับเป็นองค์ประธานมูลนิธิ ฯ จนถึงปัจจุบัน ทั้งนี้ มูลนิธิ ฯ ได้จัดพิธีพระราชทานรางวัล ฯ ตั้งแต่พุทธศักราช ๒๕๔๓ ในโอกาสครบ ๑๐๐ ปี แห่งการเสด็จพระราชสมภพของสมเด็จพระศรีนครินทรา บรมราชชนนี นับถึงปัจจุบันเป็นเวลา ๒๔ ปี โดยพิจารณาคัดเลือกผู้ประกอบวิชาชีพการพยาบาล หรือการผดุง ครรภ์วิชาชีพจากประเทศต่าง ๆ ทั่วโลก ที่มีผลงานดีเด่นเป็นที่ประจักษ์ทั้งในระดับชาติและระดับนานาชาติ ก่อให้เกิดประโยชน์แก่มวลมนุษย์ในด้านสาธารณสุข และคุณภาพชีวิตของประชาชน โดยพิจารณาคัดเลือกบุคคล เพื่อรับพระราชทานรางวัลปีละ ๑ รางวัล เป็นประจำทุกปี

และในปี ๒๕๖๗ มูลนิธิรางวัลสมเด็จพระศรีนครินทรา บรมราชชนนี ในพระบรมราชูปถัมภ์ ได้คัดเลือก ศาสตราจารย์ ดร. แครอไลน์ ซูซาน เอลิซาเบธ โฮเมอร์ (Professor Dr. Caroline Susan Elizabeth HOMER) จากเครือรัฐออสเตรเลีย เฝ้าทูลละอองพระบาท รับพระราชทานรางวัลสมเด็จพระศรีนครินทราบรมราชชนนี ประจำปี ๒๕๖๗ จากผลงานที่มีความโดดเด่นเป็นที่ประจักษ์ในด้านการพยาบาลและการผดุงครรภ์จนเป็นที่ยอมรับทั้งในระดับชาติและนานาชาติ ศาสตราจารย์ ดร. แครอไลน์ ซูซาน เอลิซาเบธ โฮเมอร์ เป็นผู้นำการวิจัย ทางด้านสุขภาพและการให้บริการมารดาและทารก ซึ่งผลงานการวิจัยได้ถูกนำไปใช้ในการกำหนดนโยบายและ แนวปฏิบัติเกี่ยวกับการผดุงครรภ์ในหลายประเทศ อันก่อให้เกิดประโยชน์ต่อชีวิต และสุขภาพของมารดา ทารก และเด็กทั่วโลก

ประวัติและผลงาน
ศาสตราจารย์ ดร. แครอไลน์ ซูซาน เอลิซาเบธ โฮเมอร์

ศาสตราจารย์ ดร. แครอไลน์ ซูซาน เอลิซาเบธ โฮเมอร์ อายุ ๕๙ ปี ชาวออสเตรเลีย เป็นผู้นำ นักการศึกษา และนักวิจัยชั้นนำระดับโลกในเรื่องสุขภาพมารดา และทารก ซึ่งผลงานวิจัยของท่าน ได้นำไปพัฒนาระบบบริการในรูปแบบใหม่ และนำไปใช้ในการให้บริการ การปฏิบัติ และการจัดการศึกษาของผดุงครรภ์ ทำให้สามารถลดค่าใช้จ่าย และช่วยรักษาชีวิตของมารดา และทารกได้นับล้านคนต่อปี การศึกษา ศาสตราจารย์ ดร. แครอไลน์ โฮเมอร์ ได้รับประกาศนียบัตรการพยาบาล จากโรงพยาบาลรอยัลบริสเบน (พ.ศ. ๒๕๒๙) ประกาศนียบัตรผดุงครรภ์ จากโรงพยาบาลสำหรับสตรี เมืองซิดนีย์ (พ.ศ. ๒๕๓๓) ปริญญาโท สาขาวิชาพยาบาลศาสตร์ (พ.ศ. ๒๕๔๐) ปรัชญาดุษฎีบัณฑิต (พ.ศ. ๒๕๔๔) และประกาศนียบัตรบัณฑิต ด้านการเรียนการสอนระดับอุดมศึกษา (พ.ศ. ๒๕๔๕) จากมหาวิทยาลัยเทคโนโลยีซิดนีย์ ประเทศออสเตรเลีย และปริญญาโทด้านวิทยาศาสตร์การแพทย์ สาขาระบาดวิทยาคลินิก (พ.ศ. ๒๕๕๑) จากมหาวิทยาลัยซิดนีย์ ประเทศออสเตรเลีย ปัจจุบัน ดร. แครอไลน์ โฮเมอร์ ได้รับการแต่งตั้งให้เป็นศาสตราจารย์กิตติมศักดิ์ (Emeritus Distinguished Professor) สาขาการผดุงครรภ์ คณะสุขภาพ มหาวิทยาลัยเทคโนโลยีซิดนีย์ ตั้งแต่ พ.ศ. ๒๕๖๑ เป็นศาสตราจารย์อาวุโสกิตติมศักดิ์ (Honorary Professorial Fellow) สมาชิกของ โรงเรียนประชากรและสุขภาพโลก คณะแพทยศาสตร์ ทันตแพทย์ และวิทยาศาสตร์สุขภาพ มหาวิทยาลัยเมลเบิร์น (ตั้งแต่ พ.ศ. ๒๕๖๑) เป็นศาสตราจารย์วุฒิคุณ (Adjunct Professor) โรงเรียน สาธารณสุข และเวชศาสตร์ป้องกัน มหาวิทยาลัยโมนาช เมลเบิร์น (ตั้งแต่ พ.ศ. ๒๕๖๑) รวมทั้งเป็นศาสตราจารย์กิตติมศักดิ์ (Honorary Professor) สมาชิกของโรงเรียนพยาบาลและผดุงครรภ์ มหาวิทยาลัยดีกิน (Deakin) (ตั้งแต่ พ.ศ. ๒๕๖๒) เป็นศาสตราจารย์อาคันตุกะ หรือรับเชิญไปสอนที่มหาวิทยาลัยในประเทศสหราชอาณาจักร เช่น โรงเรียนพยาบาลและผดุงครรภ์ฟลอเรนช์ ไนติงเกล วิทยาลัยคิง ลอนดอน (ตั้งแต่ พ.ศ. ๒๕๕๒) และมหาวิทยาลัยคาร์ดิฟ ที่เวลล์ (ตั้งแต่ พ.ศ. ๒๕๕๘) นอกจากการเป็นอาจารย์ และนักวิจัย ดร. โฮเมอร์ เคยเป็นผู้อำนวยการศูนย์ผดุงครรภ์สุขภาพเด็กและครอบครัว คณะสุขภาพ และรองคณบดีด้านการพัฒนาและสร้างความผูกพันกับนานาชาติ มหาวิทยาลัยเทคโนโลยีซิดนีย์ ผู้ช่วยเลขาธิการเครือข่ายโลกของศูนย์ประสานงานการพยาบาลและผดุงครรภ์ขององค์การอนามัยโลก รองผู้อำนวยการ Equity, Diversity, and Inclusion และหัวหน้า (ร่วม) โครงการสุขภาพสตรีและทารกแรกเกิดของโลก แห่งสถาบัน Burnet ในช่วง ๕ ปีที่ผ่านมา ท่านได้รับแต่งตั้งให้ดำรงตำแหน่งเป็นประธาน กรรมการ หรือสมาชิกของหน่วยงาน มูลนิธิ และคณะกรรมการที่สำคัญระดับประเทศ และนานาชาติ อาทิ ประธานวิทยาลัยผดุงครรภ์ของออสเตรเลีย (พ.ศ. ๒๕๕๖ – ๒๕๖๐) ประธานคณะที่ปรึกษากลยุทธ์และวิชาการด้านสุขภาพแม่ เด็ก และวัยรุ่น และโภชนาการขององค์การอนามัยโลก (พ.ศ. ๒๕๖๓); Elected Fellow Australia Academy of Health and Medical Sciences; และเป็นสมาชิกของกลุ่มที่ปรึกษาทางวิทยาศาสตร์และเทคนิคขององค์การอนามัยโลก สำหรับโครงการพิเศษด้านการวิจัยของ UNDP/UNFPA/UNICEF/WHO/World Bank เพื่อการพัฒนาและฝึกอบรมวิจัยด้านอนามัยเจริญพันธุ์ในมนุษย์ (พ.ศ. ๒๕๖๓ – ๒๕๖๕) ประธานกรรมการวิจัยทางสุขภาพและการแพทย์แห่งชาติ (พ.ศ. ๒๕๖๔ – ๒๕๖๖) รองประธานคณะกรรมการที่ปรึกษาวิจัยทางการแพทย์ของออสเตรเลีย สำหรับทุนการวิจัยในอนาคตทางการแพทย์ (พ.ศ. ๒๕๖๔ – ๒๕๖๖) และปัจจุบันเป็นกรรมการที่ปรึกษา Franklin Women (ตั้งแต่ พ.ศ. ๒๕๖๗) และกรรมการที่ปรึกษา Catherine Hamlin Fistula Foundation (ตั้งแต่ พ.ศ. ๒๕๖๕) ดร. แครอไลน์ โฮเมอร์ มีประสบการณ์ในฐานะเป็นผดุงครรภ์มานานกว่า ๓๐ ปี หลังสำเร็จการศึกษาพยาบาลและการผดุงครรภ์ ดร. แครอไลน์ โฮมเมอร์ ได้กลับไปทำงานที่แอฟริกาอีกครั้ง ในฐานะที่เป็นผดุงครรภ์ ในต้นศตวรรษ ๑๙๙๐ ซึ่งมีการระบาดของ HIV และพบว่าหญิงคลอดในโรงพยาบาลติดเชื้อ HIV ประมาณร้อยละ ๓๐ และยังพบว่าผู้หญิงมีอัตราตายจากการคลอดสูงกว่าประเทศออสเตรเลียอย่างมาก จากคุณภาพบริการการผดุงครรภ์ไม่ดีพอ เนื่องจากการขาดแคลนผดุงครรภ์ทั้งปริมาณและคุณภาพ ผดุงครรภ์ได้รับงบประมาณสนับสนุนไม่พอเพียง ขาดแหล่งประโยชน์ เช่น โทรศัพท์ ยานพาหนะที่จะไปเยี่ยม หรือทำคลอดหญิงตั้งครรภ์ที่บ้าน หรือส่งหญิงตั้งครรภ์ไปโรงพยาบาลในภาวะฉุกเฉิน นอกจากนั้น การศึกษาฝึกอบรมของผดุงครรภ์ในหลายแห่งยังไม่ดีพอ จากการขาดแคลนอาจารย์ และงบประมาณสนับสนุน โดยเฉพาะในประเทศที่มีอคติทางเพศสภาวะในระบบที่ผู้ชายเป็นใหญ่ จึงมองไม่เห็นความสำคัญของงานผู้หญิง คือ ผดุงครรภ์ ซึ่งเป็นผู้หญิง ให้บริการหญิงคลอด ทั้ง ๆ ที่การคลอดที่ปลอดภัยทั้งแม่และลูก ไม่ได้อาศัยเทคโนโลยีหรือยาใหม่ ๆ แต่อาศัยผดุงครรภ์ซึ่งเป็นผู้หญิง ดูแลผู้หญิงคลอดอย่างใกล้ชิด ให้กำลังใจสนับสนุน ให้ความรู้ และให้ความเชื่อมั่นกับผู้คลอด ดังนั้น การจัดการศึกษาและฝึกผดุงครรภ์ให้มีคุณภาพ รวมทั้งมีระบบบริการและการควบคุมที่ดี มีแหล่งประโยชน์พอเพียง น่าจะช่วยให้ผดุงครรภ์ทำงานได้อย่างมีคุณภาพ อย่างไรก็ตาม แนวคิดนี้ต้องการงานวิจัยที่มีการออกแบบอย่างดีและดำเนินการในหลากหลายประเทศ ดร. แครอไลน์ โฮเมอร์ ได้กลับมาที่ออสเตรเลีย ด้วยความมุ่งมั่นที่จะพัฒนาการผดุงครรภ์อย่างจริงจัง และได้เข้าศึกษาในระดับปริญญาเอก ด้วยการสนับสนุนจากอาจารย์ที่ปรึกษา และได้เริ่มการวิจัยเพื่อทดสอบประสิทธิภาพของรูปแบบการดูแลอย่างต่อเนื่องของทีมผดุงครรภ์ หลังสำเร็จการศึกษา ท่านได้ทำงานวิจัยร่วมกับนักวิจัยทั้งในประเทศและต่างประเทศอย่างต่อเนื่องนานกว่า ๒๕ ปี ผลงานวิจัยที่โดดเด่นและทำให้เกิดการเปลี่ยนแปลงระบบการบริการและการศึกษาของการผดุงครรภ์ ได้แก่ ๑) รูปแบบการดูแลของผดุงครรภ์ตั้งแต่ตั้งครรภ์ ระหว่างการคลอด ทารกคลอด จนกระทั่งหลังคลอด มีความปลอดภัยทั้งแม่และลูก หญิงคลอดและครอบครัว เห็นคุณค่าการผดุงครรภ์สูงมาก และยังเป็นการลดค่าใช้จ่ายของระบบสุขภาพ ๒) หญิงตั้งครรภ์ที่สุขภาพปกติ มีปัจจัยเสี่ยงต่ำสามารถคลอดที่บ้านได้อย่างปลอดภัยโดยผดุงครรภ์ ภายใต้ระบบบริการที่ดี ๓) ในประเทศที่มีรายได้ต่ำถึงปานกลาง การลงทุนให้ผดุงครรภ์ เป็นผู้รับผิดชอบการคลอด สามารถช่วยชีวิตหญิงคลอดและทารกได้ถึง ๔.๓ ล้านชีวิตต่อปี (กลายเป็นนโยบายขององค์การอนามัยโลก) และ ๔) การใช้ผดุง ครรภ์ดูแลการคลอด สามารถลดอัตราการตายของมารดาได้ร้อยละ ๔๑ ลดการตายของทารกได้ร้อยละ ๓๙ และลดอัตราการตายในครรภ์ได้ร้อยละ ๒๖ ผลการวิจัยของท่าน ได้รับการยอมรับโดยรัฐบาล ผู้กำหนดนโยบาย และนักวิชาการทั่วโลก และได้นำไปเป็นคำแนะนำ คู่มือหรือแนวปฏิบัติ และหนังสือ การจัดทำนโยบายและกลยุทธ์ การจัดการศึกษาและฝึกอบรม ผดุงครรภ์ และการให้บริการด้านการผดุงครรภ์ทั่วโลก สำหรับรูปแบบการดูแลอย่างต่อเนื่องโดยผดุงครรภ์ มีการนำไปใช้ในโรงพยาบาลกว่า ๕๐ แห่งในประเทศออสเตรเลีย และท่านได้เขียนหนังสือกว่า ๑๕ บท ที่มีการนำไปใช้ในสถาบันการศึกษาผดุงครรภ์ของประเทศ และสร้างเครื่องมือเพื่อประเมินค่าใช้จ่าย ท่านและทีมได้เขียนเอกสารจุดยืน เรื่องรูปแบบของการดูแลของผดุงครรภ์ ซึ่งเอกสารได้รับการรับรองในการประชุมสมัชชาอนามัยโลก จัดโดยองค์การอนามัยโลกเมื่อเดือนพฤษภาคม พ.ศ. ๒๕๖๗ ที่ผ่านมา นอกจากนี้งานวิจัยของท่านนำไปสู่การกำหนดเป็นนโยบายในหลายรัฐของประเทศออสเตรเลีย และการจัดทำแนวปฏิบัติที่องค์การอนามัยโลก และ UNFPA มีการพิมพ์เผยแพร่ทั่วโลก ปัจจุบันท่านทำงานร่วมกับ UNFPA ในการพัฒนาผดุงครรภ์ในประเทศที่มีรายได้น้อยและปานกลาง ในภูมิภาคเอเชียแปซิฟิก กว่า ๒๐ ประเทศ รวมทั้งเป็นผู้นำกลุ่มที่ปรึกษาการวิจัยผดุงครรภ์ของภูมิภาคเอเชียแปซิฟิก การที่ท่านเป็นผู้นำด้านการวิจัยที่โดดเด่น ทำให้ท่านได้รับทุนวิจัยกว่า ๑๔ ล้านดอลล่าร์สหรัฐ จากหน่วยงานวิจัยแห่งชาติ และมูลนิธิต่าง ๆ เพื่อให้งานวิจัยเข้มแข็ง ท่านมีการกำหนดนโยบายด้านการวิจัย จัดทำหลักสูตร เป็นอาจารย์ที่ปรึกษาวิจัยให้นักวิจัยรุ่นใหม่ทั้งในประเทศและต่างประเทศ รวมทั้งประเทศไทยด้วย กว่า ๕๐ คน และทำงานร่วมกับองค์การอนามัยโลก UNFPA และนักวิจัยทางผดุงครรภ์ของประเทศต่าง ๆ ทั้งในด้านวิจัย และการขับเคลื่อนรูปแบบการให้ดูแลด้านผดุงครรภ์อย่างต่อเนื่อง นอกจากนี้ท่านยังทำงานกับรัฐบาล กระทรวงสาธารณสุข และผู้กำหนดนโยบายของประเทศต่าง ๆ เพื่อนำผลการวิจัยสู่นโยบายและการปฏิบัติ ด้วยความโดดเด่นทางวิชาการและงานวิจัย ทำให้ท่านได้รับรางวัลจำนวนมาก อาทิ Frank Fenner จากสถาบัน Burnet, Elizabeth Blackburn Investigator Grant Award ในการเป็นผู้ได้รับทุนสูงสุดสำหรับสตรีที่ในระบบบริการสุขภาพ ได้รับการยกย่องว่าเป็นนักวิจัยชั้นนำด้านการตั้งครรภ์ และการคลอดระดับโลกที่บทความตีพิมพ์ในวารสารชั้นนำ และมีการอ้างอิงสูงสุด โดยนิตยสารวิจัยของออสเตรเลีย เป็นสมาชิกกิตติมศักดิ์ของ Royal Australian and New Zealand College of Obstetricians and Gynecologist Health ได้รับเหรียญจากโรงพยาบาลสตรีของออสเตรเลีย เครื่องราชอิสริยาภรณ์ออสเตรเลียเนื่องในวันเฉลิมพระชนมพรรษาสมเด็จพระราชินี เป็นต้น นับว่าศาสตราจารย์ ดร. แครอไลน์ ซูซาน เอลิซาเบท โฮเมอร์ เป็นผู้นำในการพัฒนาการวิจัย การปฏิบัติ และรูปแบบในการบริการ และการศึกษาการผดุงครรภ์ เป็นที่ประจักษ์ในระดับโลก และผลงานได้ก่อให้เกิดประโยชน์ต่อชีวิตและสุขภาพของมารดา ทารก และเด็ก เป็นอย่างมาก คณะกรรมการมูลนิธิรางวัลสมเด็จพระศรีนครินทราบรมราชชนนี จึงมีมติเห็นสมควรให้ศาสตราจารย์ ดร. แครอไลน์ โฮเมอร์ เป็นผู้สมควรได้รับพระราชทานรางวัลสมเด็จพระศรีนครินทราบรมราชชนนี ประจำปีพุทธศักราช ๒๕๖๗

Biography

Professor Dr. Caroline Susan Elizabeth HOMER, 59 years old, Australia, is the world leader, educator, and researcher in maternal and newborn health care and service delivery systems. Her research led into the development and implementation of innovative models of midwifery care and the development of midwifery practice and education. This demonstrate the cost-effectiveness of midwifery service delivery, with an estimated potential to save millions of lives annually through high-quality midwifery care.

Dr. Caroline HOMER received Nursing Certificate from the Royal Brisbane Hospital, Queensland in 1986, Midwifery Certificate from the Royal Hospital for Women, Sydney in 1990, Master of Nursing and Doctor of Philosophy and Graduate Certificate in Higher Education-Teaching and Learning from the University of Technology Sydney in 1997, 2001, and 2002, respectively. She also received Masters of Medicine in Science (Clinical Epidemiology) from University of Sydney in 2008.

Currently, Dr. Caroline HOMER is holding many positions in various universities both in Australia and other countries. She is an Emeritus Distinguished Professor of Midwifery University of Technology Sydney (from 2018), Honorary Professor at School of Nursing and Midwifery, Deakin University, Victoria (from 2019); Visiting Professor at Florence Nightingale School of Nursing and Midwifery, Kings College London (from 2009), and Cardiff University, Wales (from 2019); Adjunct Professor at Melbourne School of Population and Global Health, Faculty of Medicine, Dentistry and Health Sciences, The University of Melbourne (from 2018) and Honorary (Professorial Fellow) at Melbourne School of Population and Global

In the past 5 years, Professor Caroline HOMER was appointed as a chair or member of many organizations and committees. She is the first Chair of World Health Organization’s Strategic and Technical Advisory Group for Maternal, Child, Adolescent Health and Nutrition (appointed by Dr Tedros, WHO Director General) (2020-current), Elected Fellow of the Australian Academy of Health and Medical Sciences, Advisory Board Member, Franklin Women (2024-current), Advisory Board member: Catherine Hamlin Fistula Foundation (2021-current), Chair, National Health and Medical Research Council (2021-2023), Member (2018-2021). Appointed by the Minister of Health, Deputy Chair, Australian Medical Research Advisory Committee (AMRAB) for the Medical Research Future Fund (2021-2023). Appointed by the Minister of Health, Member: WHO’s Scientific and Technical Advisory Group (STAG) for the UNDP/UNFPA/UNICEF/WHO/World Bank Special Programme of Research, Development and Research Training in Human Reproduction (2020-2022).

Dr. Caroline HOMER has more than 30 years of experience as a midwife. After graduated and becoming a nurse and midwife, she travelled to Africa, as a midwife in the early 1990s when HIV was rampant with 30 percent of the women having babies in the hospitals were HIV-positive. Also, she saw many women die in childbirth because of poor quality of midwifery services stemed from many problems such as; midwives shortage both quantity and quality, midwifery was under-funded because of patriarchal systems with gender-biased, since the work of women looking after women is invisible. Dr. Caroline HOMER believe that midwives need greater support in training and resources to be more effective, since it’s not a new drug, it’s not a new technology, it’s not a new thing: it’s women sitting with women, supporting them, being with women.

Dr. Caroline HOMER returned to Australia with a renewed enthusiasm for midwifery and met mentors who supported her in completing a Ph.D. with the research on a randomised controlled trial of a team midwifery model of care. This was one of the early trials of continuity of care and led to many other studies for over 25 years. Her successful initiation and enduring international partnerships with the WHO, UNFPA, and top tier midwifery researchers in many countries. Currently, she leads a Midwifery Research Advisory Group in the Asia Pacific Region. Her connections at a local, national and international level have enabled her to create a translation pathway for adoption and implementation for her research where she has led collaborations with policy/decision makers in government to translate evidence into practice. She has worked with the International Confederation of Midwives on a global study of a midwifery continuity of care program and now co-leading global research n midwifery scope of practice and midwifery education. Her work has been adopted by various governing agencies and policymakers worldwide and has been integrated into more than 20 global healthcare recommendations and guidelines for midwifery practice. Her research highlights the cost- effectiveness of midwifery service delivery and projects that high-quality midwifery care could save an estimated 2 million lives annually by 2035.

The key findings from her many research programs provided new evidence to support the improvement of the services system, practice and midwifery education. They were: 1) Midwifery models of care through pregnancy, labour, birth and into the postnatal period, are safe, highly valued by women and families, and provide cost savings to health systems, 2) Healthy low risk women can safely give birth at home and birth centres with midwives when good systems are in place, 3) Midwives can save lives in low-to-middle income countries: investing in midwife-led interventions could save 4.3 million lives per year (WHO policy), and 4) Substantial coverage of midwife- delivered interventions could avert 41% of maternal deaths, 39% of neonatal deaths, and 26% of stillbirths ect.

Her research on implementing continuity of care programs is now being implemented in more than 50 hospitals in Australia. Her book on continuity is used in national training and in tools to assess costs of care. This research and her leadership have led to the launch of a Position Paper on midwifery models of care being launched by WHO at the World Health Assembly in May 2024. Her work is included in: policies promoting midwifery models of care for Australia and Victoria Governments; and State-wide policy supporting publically funded homebirth by the governments. Her research has informed international guidelines for the implementation of midwifery continuity of care by the WHO (Pregnancy 2016, Intrapartum 2018, Postpartum 2022) and for the United Nations Population Fund (UNFPA); implementation toolkits from state governments in Australia and 2020 Australian National Stillbirth Action Plan. Her research has been used in the State of the World’s Midwifery Reports (UNPFA) in 2018 and 2021 which highlights the impact of midwives. She works closely with UNFPA in the Asia Pacific region to strengthen midwifery education and has led faculty development programs taken by more than 2000 midwives across 20 lows to middle income countries.

Over the past 25 years, Professor Dr. Caroline HOMER has provided research leadership and vision to this research program and secured more than 14 million Dollars from national government funding agencies and philanthropic organizations. She has designed and conducted pioneering studies, developed influential policies and curricula, and mentored over 50 higher degree research students. Notably, at least one- third of these students have been directly involved in her research program, with many receiving direct approaches from international students seeking to collaborate on this impactful work at University of Technology Sydney and now at the Burnet Institute. Dr. Caroline HOMER has published more than 340 articles in peer reviewed journals, more than 100 of these within the last 5 years. This includes the international journals – The Lancet, BJOG – British Journal of Obstetrics and Gynaecology, Midwifery, Birth, Journal of Hypertension, Clinical Endocrinology, The Journal of Perinatal Education, Journal of Clinical Nursing as well as the Australian journals – Women and Birth and the Australian and NZ Journal of Obstetrics and Gynaecology. Her work has had wide impact including being more than 11,052 citations in international publications, and being cited by 8,364 papers, with H- index 51 (July 29, 2024).

With her excellent in research, Dr. Caroline HOMER received many awards as follows;
2023: NHMRC Elizabeth Blackburn Award for highest scoring Investigator Grant awarded to a woman in Health Services.
2022: Honorary Fellowship, Royal Australian and New Zealand College of Obstetricians and Gynecologists.
2023: Named by The Australian as being the top researcher in the field of pregnancy and childbirth globally having the highest number of citations globally from papers published in the past five years in the top 20 journals.
2022: Named by the Australian’s Research magazine as the top researcher in Australia in the field of pregnancy and childbirth, based on the number of citations for papers published in the top 20 journals in each field over the past five years.

Professor Dr. Caroline Susan Elizabeth Homer is a distinguish international leader in the development of midwifery profession in research, practice and education. Her work had a profound impact on the lives and health of mothers, newborns, and children worldwide. Therefore, the Board of Trustees of the Princess Srinagarindra Award Foundation under the Royal Patronage unanimously resolved to let Professor Dr. Caroline Susan Elizabeth Homer be the recipient of the Princess Srinagarindra Award for the year 2024.
